Get Carrot Bait and start the final task
Answer first
Bring an endangered fish to the Island 3 NPC and trade it for Carrot Bait. Equip the bait and cast from Island 3 to summon Pufferfish. After the fight, collect the Pufferfish Tail, keep it away from seagulls, and deliver it to the NPC.
Step 1: make the Carrot Bait trade
Carrot Bait is not purchased or gathered from the ground. It comes from trading an endangered fish to the Island 3 NPC. Complete that exchange before preparing for the boss encounter.
Step 2: summon Pufferfish
Equip Carrot Bait and cast from Island 3. This summons Pufferfish and begins the final boss task.
Step 3: survive the rolling attack
Pufferfish inflates and rolls across water and land, where it can crush players and boats. Trees or cabin roofs can provide cover while you focus fire with an SMG or Assault Rifle. This tested tactic can help, but it does not guarantee the outcome.
Step 4: secure the progression drop
The encounter drops the Pufferfish Tail, also described as the Boss Trophy. Pick it up promptly because seagulls can steal the dropped trophy before you deliver it.
Step 5: make the final delivery
Deliver the Pufferfish Tail to the Island 3 NPC. This unlocks the final escape coordinates and lets you finish the game.
